Carla Barroso Carneiro
Ambassador Carla Barroso Carneiro is a career diplomat with over 30 years of experience at Brazil’s Ministry of External Relations and other federal agencies. She served as Chief International Advisor to the Ministry of Regional Development (2020–2023), Special International Advisor to the Ministries of Citizenship and Education (2015–2019), and Advisor on International Affairs to the Chief of Staff of the Presidency of Brazil (2013–2015). At the Ministry of External Relations, she headed the Division of South America IV and served in the Brazilian embassies in Paris, Bogotá, and Tokyo. She holds a master’s degree from the Institut d’Hautes Études en Amérique Latine (France), a specialization in Economics from Universidad de los Andes (Colombia), and completed the W50 Leadership Programme at the London School of Economics (2022). She is the author and co-organizer of publications in international relations.
