Breno Gouvêa is a public-sector digital transformation consultant whose work focuses on building analytical platforms for integrity, criminal investigation, and anti-money laundering. As a Manager at EloGroup, he currently advises state finance ministries and justice-sector institutions across Brazil. From 2019 to 2025, he led the Innovation Lab at the Rio de Janeiro Public Ministry, Brazil’s autonomous public prosecution and oversight institution. He has also served as a GovTech consultant for the World Bank on projects applying AI to public procurement in Mongolia and Ethiopia. He holds a degree in Economics from UFRJ and a Master’s in Public Administration from EBAPE/FGV, with further studies at UCLA and at the Blavatnik School of Government, University of Oxford, where he received the Public Service Award in 2024.
