Thais Milanello
Thaís Schwarzberg Milanello holds a PhD in Public Administration and Government from Fundação Getulio Vargas (FGV-EAESP), a Master’s degree in Education from the University of Brasília (FE-UnB), and a Bachelor’s degree in Social Communication from the University of São Paulo (ECA-USP). She was a visiting researcher at the Graduate School of Education at the University of California, Berkeley (USA). She has served as a coordinator at Brazil’s National School of Public Administration (ENAP) and as a UNESCO technical consultant at the Ministry of Education (SEB/MEC). Between 2021 and 2025, she worked as Project Manager at the Directorate for Public Management and Educational Policy Development at Fundação Getulio Vargas (FGV DGPE), leading applied research and public policy implementation projects in collaboration with state education systems. Her current research focuses on the implementation of educational public policies, particularly the relationship between state capacities, implementation arrangements, and educational equity.
